GENERAL INFORMATION
This employment opportunity is with the Oregon Criminal Justice Commission (CJC) located in Salem. This recruitment will be used to establish a current list of qualified candidates. This position is not represented by a union.

The Oregon Criminal Justice Commission is a seven-member citizen body created by the 1995 Legislature to improve the effectiveness and efficiency of state and local criminal justice systems by serving as a centralized and impartial forum for statewide public safety policy development, planning and agency coordination.
The Commission has a staff of ten (10) individuals who work closely with key policy makers in Oregon, including the legislature, to guide criminal justice and sentencing policy. The staff are housed in the McGilchrist House, a colonial revival style home that was once the residence of Governor Robert D. Holmes. This location and the cooperation from state agencies and local public safety agencies the commission receives in accomplishing its mission makes the Oregon Criminal Justice Commission a relevant and exciting place to work.
TO QUALIFY
Your PD100 application form will be reviewed to verify that you meet the qualifications stated in this section. To receive credit, your application form must clearly show that you:
- A Bachelor's Degree in any disciplines that included six-quarter units in statistics or quantitative analysis methods and procedures, and three years experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports. Two of the three years must have included coordinating complex research projects; OR
- Five years of research experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports. Two of the five years must have included coordinating complex research projects;
In addition to the required minimum qualifications above, this position requires:
- Experience using advanced statistical or quantitative analysis computer applications; AND
- College-level course work in advanced statistics or quantitative analysis that includes such methods as multiple regression, factor analysis, analysis of variances and discriminate analysis.

DUTIES AND RESPONSIBILITIES
The purpose of this position is to compile and analyze criminal justice data. Oregon's criminal justice system is complex with many disjointed data systems. The research analyst will be responsible for understanding the agency data systems in order to evaluate program outcomes. Major duties:
- Independently plan and conduct research studies carried out by commission staff and DOC. Develop scope of work, design study methodology, revise existing methodologies, oversee studies, review reports, and recommend policies or strategies based on research results. This research will be used to direct spending on multi-million dollar federal grants. Conduct surveys. Use knowledge of data sources from public and commercial sources to acquire and update data sets to meet the needs of the commission. Generate data for policy formulation and program evaluation. Compile statewide, regional and national data on crime, program effectiveness, etc. Perform complex statistical analyses involving major research projects. Specifically, this position will independently evaluate the outcomes of programs funded by the federal Jag grants using complex statistical analysis;
- Develop and present an overview of outcome evaluations. These presentations and reports will be given to the legislature and the governor's office to inform policy on the most effective ways to spend the federal grants;
- Assist in analyzing statewide trends and existing strategies and programs that will improve Oregon's ability to manage its prison population, sentencing guidelines, reduce recidivism and improve inmate programs. Assist in analyzing strategic and program recommendations on:
- How to allocate resources so that Oregon's criminal justice system is efficient and cost-effective
- Conduct cost benefit analysis of investing resources in different criminal justice interventions
- Analyze proposed sentencing laws and their impact on future prison population growth.
- Use of causal modeling to understand the impact of sentencing changes; and
- Use SAS software to respond to administrative and legislative data requests. Develop databases for analyses and support for the CJC.
WORKING CONDITIONS
- Work is performed in a typical office setting requiring frequent use of a computer, telephone, fax machine, printer & copiers;
- Occasional travel to other agency locations is required;
- Some out of state travel may be required;
- May require occasional lifting up to 30 lbs and use of a handcart when necessary.

BRIEF DESCRIPTION OF DUTIES: The Research and Development Division conducts social science research studies, best-practice research, program evaluations and performance assessments on court operations and administrative functions; manages grant-related activities; prepares statistical reports for public dissemination; designs new programs and initiatives; and provides other technical assistance to the D.C. Courts.
The incumbent applies social science analytics, data management principles, advanced programming, primarily in SAS, and statistical methods to design, process and manage a variety of datasets to determine the effectiveness of court programs. Manages datasets in support of R&D's statistical analysis and reporting functions. Conducts data analysis using advanced statistical methods. Monitors caseload trends and produces courtwide statistical reports, including the Courts' annual statistical publication. Conducts caseload trend monitoring, forecasting and projections. Leads R&D's efforts to design, develop and test courtwide automated reports from the case management information system. Serves as R&D's technical resource on data management issues and solutions, data quality standards and the uses of the SAS statistical software application. MINIMUM QUALIFICATIONS: A bachelor's degree in social sciences, computer science, or statistics and five (5) years of progressively responsible experience in data management, programming and statistical analysis, preferably including one (1) year of project management. An advanced degree in social sciences, computer science or other closely related field may substitute for one (1) year of work experience. Must also have extensive experience in SAS programming. A copy of the most recent performance evaluation must be submitted with the application, as well as proof of education, if substituting education for experience.

Monitors developments in criminal and juvenile justice, futures and caseload trends, court administration, and research findings to identify advances and advise on those with potential impact on the Courts.
